Open Sky Treaty signed in 1992 and was initiated by the then U.S. President, George HW Bush (Bush Senior). The agreement followed 34 countries, each country allowed to perform unarmed observation flights over the territory of all participating countries.
The treaty created to encourage openness and transparency of military forces and activities of each country. Russia ratified the agreement on May 26, 2001, and began to carry out air monitoring missions on January 1, 2002.
Throughout the country, including land, marine areas and islands, open to observation. The treaty is very important to maintain the structure of European security.
